The model is intended to strengthen the UK’s borders against biosecurity threats and illegal imports.

On 5 April 2023, the UK government published its draft border target operating model (TOM). The TOM sets out a plan to realise the government’s 2025 border strategy. This is intended to strengthen the UK’s borders against biosecurity threats and illegal imports. 

The TOM is supported by over £1bn of investment to improve how government systems and technology supports goods and people to cross the border. 

The proposals in the TOM apply to imports from all countries into Great Britain. This will see the implementation of new security and biosecurity controls on imports from the EU.  

The controls are intended to ensure the environment is protected, food is delivered to consumers that is safe to eat, and criminal activity is disrupted. 

The government is consulting on the draft border TOM until 17 May 2023. Feedback can be provided directly to the government using this survey.
